No, they probably testing for bigger and bigger usergroup. If somethings happen it easier to help 700 accounts than 10.000 accounts.

No, its for testing purposes.

The admins aren't dumbasses, they know that "Free to Play" players makes up the majority of the community and some of these "Free to play player" also buy AG but not as much as the spammers.
They've said multiple times that all players will be able to play once everything has been fully resolved.
