We saw some abilities are hard to skill up, so we decided to reduce cooldown and casting time for some mage skills for help them

Wraith: Hurt Transfer 1/2/3/4/5 -> 1.5/1.2/0.9/0.6/0.3 casting time and cooldown.

Chaos: Charming Blessing 1/2/3/4/5 -> 0.7/0.6/0.5/0.4/0.3 casting time and cooldown.

Earth: Nothing changed, they have rebound spell.
