My personal out of topic opinion :

Private server is illegal for anyone running it for most of the ...

You can lease the Server license from UserJoy (The creators of this game) for a subscription fee. That cancels all your post out.

But I do agree free to play servers tend to be better and last longer. The TC's suggestion however is vastly  dumb.

Instead they should do another lucky bag, and release Never-Fail Enhancements and Enhancement tools for 1 stat (Atk/SAtk/Def etc.... hammers)

Btw the Never-Fail's can Fail but you dont lose intensify.
